In (Per.) (FB) TANGEDCO Proceedings No.11, (Adm. Branch), dated 02.08.2011 2nd cited, orders were issued inter-alia for creation of posts for absorption of the Part-time Conservancy Workers in the time scale of pay of Rs.600-10-700-20-1100 with D.A. and for payment of arrears including the entitled pay revision to them accordingly to 3316 and 2330 of Part-time Conservancy Workers with effect from 04.04.2003 and 15.10.2005 respectively. In Paragraphs 4 and 5 of the said Orders, the number of persons engaged as Part-time Conservancy Workers and the number of posts to be created for absorption have been indicated.
2) The Superintending Engineers are directed to issue orders of appointment to the Part-time Conservancy Workers concerned, issue orders of fixation, compute arrears to be paid after deducting the consolidated wages already paid (Rs.250/-, or Rs.850/- or Rs.1000/- as the case may be) with effect from 04.04.2003 or any other subsequent date that may be fixed as per eligiblity/entitlement in the first instance, as per the date of initial engagement as Part-Time Conservancy Worker.

3) The payment of arrears shall be paid in two equal instalments as detailed below:-
(i) 1st Instalment in October 2011.
(ii) 2nd & final Instalment in April 2012.
4) The Superintending Engineers concerned are directed to complete the exercise mentioned in Paragraphs 2 and 3 above on or before 30.09.2011 so as to make salary in the scale of pay to the respective employee from October-2011. The pay drawing officers shall also open a separate register for this purpose and making necessary entries of the total arrears amount payable to each individual duly indicating the amount to be paid in two equal instalments. Apart from opening a separate register, entries on the entitled arrears shall be made in the Service Book of the individual.
5) Incidentely, the Superintending Engineers concerned shall consider the cases of the Part-time Conservancy Workers who have completed 60 Years and orders have to be given retirement or deemed to have been retired on the date of Superannuation.
